Local SEO Location Pages

To get right to the point, my question is:

If I create 7-10 pages on a website, all with the exact same content in exception for changing the location name in multiple areas including the URL, title, and throughout the content, will these pages get somehow penalized or not indexed?

It's hard to get some clear information on this because so many blogs i'm reading are so sugar-coated. I am basically looking to target a service in cities around me, and I need to get these pages but I don't have unique content for each page, yet. Should I hold off on these pages or just get them up now.

Yes, it's duplicate content. I'm not worried about duplicate content. I'm wondering about the specific adverse implications for having 7-10 pages that are duplicate with minor location based changes.

having huge duplicate content percentage will affect your overall ranking. it's a drop to your quality metrics , you can get hit by PANDA

Its definitely not the way to go to copy and paste content on your site but I have a site that ranks on page 1 for 30 keyword terms and each page has the exact same content. So, tread lightly i would say.

Yeah that's what I mean. There is this "duplicate content" myth. Like you said you have a successful page with exact duplicate content. I guess ultimately I should just make a dummy site and test it.

Yeah, not recommended. but if your just testing things out then I dont see any harm in it

I would go the organic route. Post your best keyword page as is. Then rewrite that page for your new keyword the following day, and post that. Do this until you've covered all your keywords. By this stage, you'll have multiple unique keyword pages that can be used in an article spinner, giving you further reach for your site, or another in the same niche.

but wouldnt this defeat the purpose of having all 7 new pages rank? if you slap canonical tags on the other pages, they wont rank! Only the original page where you pointed the canonicals to would rank.
