I was wondering what the best tactics for ranking local SEO keywords are does anyone have any good reads on this or some kind of blueprint to follow-by it would be very appreciated.

To be honest, I have great results using Traffic Geyser/Main Street Marketing Machines. All the PDFs, videos, training, software in one package. I'm not an affiliate, I just use it on a regular basis. I have 275 sites, all hyper-local, that need results. Your best bet is if you're offering this to local clients for a few hundred to offset the costs. Albeit it does take a bit of setup with the account creation which isn't automatic, but it gets results if you set it up right. It's fairly easy to learn as well. I'm sure there are other tools out there providing similar services, that just happens to be the weapon of choice in my office.

Not entirely, but you can find a ton of resources here on the SEnuke blog that will tell you how to build links post panda/penguin. http://www.senuke.com/blog/?cat=4&paged=5

For a local company, you don't really have to worry about Panda/Penguin, as you don't have to build hundreds or thousands of links to get them to first page, but only a handful of high quality sites that deal with local, social, bookmarking, and a couple of article sites never hurt, either. :)
