Local SEO: G+ reciprocal backlinks

While going through a competitor's G+ listings, I noticed that one had a link from their website's home page to their G+ listing. I know that reciprocal backlinks are bad, and that Google will invalidate both of them, but is this a "special circumstance" where Google will make an exception?

Reciprocal from web to G+ and G+ to web are regarded as standard operating procedure.

Thank you so much n2zen, I'm a total beginner and only VERY recently started researching and learning about IM, so I appreciate the help. I only just a couple of weeks ago purchased hosting and a domain, still have a long way to go, still working on learning how to build my site. Are you sure about this? The fact that "Google is pushing this network bigtime" has nothing to do with whether or not it considers a link from moneysite to G+ page a reciprocal backlink, which would therefore be zeroed-out.

At one point linkwheels were "standard operating procedure".
