Local SEO for non-english sites

Hello!

I am fairly new to SEO and I got some thoughts rumbling around in my mind. I started learning SEO by doing offsite and the techniques are not very white hat as I have now realised. But I also started to understand that in non-english sites it is much harder for google to distinguish relevance of links so theoretically it is a lot safer to do stuff like forum links and web 2.0's and from my little research I can see that it works quite ok in a small eastern european country like mine.

And the question is - is it even needed to use good white-hat techniques in a situation like this? Because I would love to try it, but obviously it takes more time and costs more which is not very attractive for clients in eastern europe, because most of them don't have any understanding of SEO and it's not easy to convince them to pay even this much.

I'm not sure if I posted in the right directory so feel free to move the topic if it is necessary. And please remember that I really am a beginner, and if my question and thoughts are quite stupid, sorry for that

In eastern europe you need basicly 5 points

1.Full contact info on your contact page
2.google plus page where the info matches 1:1
3.company cataloges where your company information is added 1:1 like on your page
4.Bot Traffic which is visiting your google plus page and after that your homepage via google
5.Social media presents and some likes etc

Most important are the company cataloges and bot traffic and that your contact info matches everywhere

I also thought about company catalogues, because I have a list of them, but I haven't used them yet, now I definitely will.

I forgat to add maybe some details.
Use only cataloges with value not dead ones.There are many cataloges where you can subscribe via paid sms.
Also at your google plus page look for people in the same niche and follow them.A high% will follow you back and this will increase the value of your google plus page.
Once you added your website into enough catalogs you will be displayed in local seo.Normaly a bad rank someting between 50-500 position.So you need to start botting fake traffic.TOR traffic works.
Once you bot you need to keep botting like 20-100 visitors a day depening on your country and niche.
In 2-4 weeks you will see the steady increase of your ranking in local seo.I had myself to wait 2 months to get to position #2 for a high competetiv keyword in the law niche

Thanks for the answer. Do you have any bots you'd like to recommend ? Or is it something that's programmable on TOR ? I don't know like doeis imacro exist on TOR ?
