Local SEO - dealing with multiple locations query

Hi, I've been away from SEO for a few years and can't find a definitive answer.

A client has 2 locations and wishes the address of both to be on the footer but I believe if 1 is HQ then only that location should be.

Then on the area page and contact page for the new location, that address can be on the footer to not confuse Google.

Is this correct please? Thanks
 
Make 2 pages for both locations and embed Map in both pages as location wise.

So I stay away from adding the head office address on the footer of every page including the homepage?
 
It's Good to have NAP in header or Footer but as you said your client has 2 locations. These days Google is so strict - so my suggestion not to use in header or footer - as they can suspended your listing or ask for verification again.
So go with location-wise pages, This will be good for you.
