Local SEO citations: does the IP address matter?

Hey guys,Quick question: I currently own a business in Ohio and would like to start really ranking for local SEO. As such, I am considering hiring someone/a company to do all my citations for me. They are located outside the US and thus I wanted to know if it would look suspicious to Google/if I would get flagged/if it is a bad idea for me to hire them to do all my citations for me (over 100) since their IP address would be an international one/not located in Ohio.Any advice would be appreciated.Thanks,
 
It is possible to get flagged with a third world citation builder. Better to be safe and use HideMyAss, then they can simply log in and use an Ohio IP before doing the grunt work.
