Local SEO and multiple cities

I have a mortar and brick business based in a small city 5 km away from a major city. I would like to rank for the keyword "service + major city" but since I am based in the small city, all my NAPs in citations are registered with the name of this city.

When I search for "service + my city", I find my website on the first page, but when I search for "service + the major city", I am not even indexed since I am based in another city and google thinks I shouldn't be indexed for that major city.

What sort of signal can I send to google to let them know that I should also be included for the major city? The name of the major city does not show up once in my website, because I can't find a "pretext" for it to be included, except maybe a small list of served areas, but I don't think it will make a big difference considering all the other citations I have signed up for with my address.
