Local Seo 301 redirect

Hey guys,
I'm kinda new to local seo. I was doing competition analysis for a local term I want to rank and see that the sites on the top of the SERP results have high PA(20-35) and DA(20-30)

It will be difficult to outrank these sites using a new registered brand name. So I'm considering buying a domain with high metrics and 301 redirecting it to the branded domain.

Is it safe to do so? If not, then how should I go about ranking the website? What should I charge the business to rank these kinda keywords? I'm guessing $1k/month won't be sufficient.
 
Make sure you do research on the new domain name you buy. For 1k a month you can get to those metrics but it will take a little while.
 
301ing a strong metric'd domain does not really aid local too much. Google look for more local signals. Invest the money in acquiring local links & you will see quicker results.
