local search ranking and google

I need guidance- I have a local business in Los Angeles -let's say an electrical contractor- who wants to rank on first page of google local rankings-putting aside- all bus ctr registrations, maps, etc- the site has age, 5 pages and has content. my question is: will Google penalize me for duplicate content if I create 10 single city (Hollywood) etc. based collateral pages each opt'd for single city with keywords and a paragraph with h1 and h2 tags. and redirected with a 301 to main index page?
