Local product, need help for SEO plan

Currently, I'm ranking for a local product. I have some plan, but I don't know which is good and how they compare to each other so please tell me.

Content
1. Write a review for it (Post A) and then SEO for Post A
2. Write another tips article (Post B), link it to Post A and then SEO for both post.
While the 2nd choice look more "normal", it will double the time I needed for SEO too. So is it worth it?

Backlink
1. Spam backlink on 20 web 2.0
2. Spam backlink on 10 web 2.0, each of them spams backlink on 1 web 2.0 (total is still 20 web 2.0)
Both 1st and 2nd plan follow up with tier link building. It's just I don't know should I split 20 web 2.0 into two group for tier 2 and tier 3 or leave all of them at tier 2

And if you have any tips tricks, please tell me about it. Really need your help.

Use the 20 web 2.0s as tier 2. Why don't you SEO the product page you are ranking?

Based on my experience, web 2.0's are not that much effective these days. Go try guest posting.

I'm not the owner, just working with them as an affiliate marketer. That's why I have to use a review and other articles to attract customers.
