If I want to local listing of a foreign site how can I verify the phone number as it will be foreign number and not in my Native number.can you please help me.

You can buy phone numbers from some providers. This one provider receive-sms, they give USA numbers.

Have the person with the foreign number verify? Isn't that the whole point of verifying a local business?

joe troyer created a system called analytical call tracking with twilio. You can create usa numbers to forward to any number within the call tracking system

Correct me if i am wrong. i think you want to target a domain in foreign. For that you are doing some local directories for that they will ask Phone and address verification. Similar to Google My Business, Yelp and so on.
You need to buy the virtual address. You can Google it, there are many service provider doing this. If you need more info let me know. Hope it will helps.
