Local lead gen question

HI, I have a question about how someone would build a number of sites for various towns across the whole of the UK. I have a few examples shown below, all with the same site design and using spun content and wondered how this is being done and if it utilizing a particular software like a mass page builder of some description. As far as I can tell they have thousands of these pages set up.

Are they setting up subdomains and if so how are they structuring it?

Build a site for Blocked Drains Oxford, duplicate it and replace Oxford with Basildon. Repeat.
There are no subdomains in those examples

Managed to get themselves listed on Maps for different locations though

This is year 2000 tactics. I wouldn't waste my money building a ton of worthless domains in this day and age.
