Local keywords such as "near me"

I have a local company that needs to be ranked higher. I already made some backlinks. Currently, for a certain "___ near me" keyword, it ranks on the second page even though there isn't much competition. Does anyone have any insight on ranking for this? I'm thinking of buying an SEO package. Are they all kind of the same? Would a package supposedly oriented around a local business be better?
