Local Domain - Mostly English Backlinks

So I recently picked up an expired domain with some decent metrics (PA 22, DA 34) in my local language extention.

The site has a lot of backlinks, although most of them are from English sites such as Wikipedia and Linux/software sites.

Would this hurt my chances greatly to be able to rank the site for my local language?

Care to exaggerate? Would it be stupid of me to even try to rank this domain in my country with a majority of backlinks being in English?

No problem whatsoever. Just need to do some local SEO link building to hint google that you want to rank for your local language and thats it.
