Local Citations for Affiliate sites

Do local citations help rank a affiliate site? Especially say a foreign SEO site? Also do I send citations to home page or inner pages?

As far as I'm aware, local citations only impact Google's "snack pack" results and have no influence on the organic top 10 results. In the case of an affiliate site, it doesn't make sense to build citations, unless you're trying to rank locally in the snack pack.
