Local BH SEO - Tips/Tricks?

Gang,

I'm working on a local search project and was wondering if anyone has had any experience they could share. I've gotten on the front page, bouncing between #1-#5 in a very easy keyword doing exclusively grey/blackhat stuff, but I'd like to be #1 and I worry that my success won't be sustainable after the next Panda-update.

Most of the local SEO guide I've been reading has been geared more towards White Hat. It's insane what these people expect you to do to to rank. Is there anyone on BHW in B/S/T that covers these services? Also, I've read somewhere that if you are trying to rank for "widgets in omaha" you should set up your hosting in Omaha. Is that true?

Any info would be appreciated. I used the search bar, but the info was not ideal.

Bump! Any local gurus out there? UBL is a must, obvi. But outside of that anyone else have any tips or tricks?

UBL? add more link/citation .. they key is, make sure you write the same NAP ( name, address and phone ) on every citation. Also Google love the citation from the same city.

Universal Business Listings. Expensive, but spams your link over 60 days to 300+ local directories. If there was a BH service that did it for cheaper I'd buy.
