Living in Japan is a lot more expensive than the Philippines. I've been to both.
OP you should consider getting a housing or real estate agent. You might have to pay them a fee but at least you'll know what you're getting. Might be the safest way to go. I'm sure you can easily find one by doing a search on Google.

if you got the money than you cna get the best living there in phils i am white american and consider outsourcing IT projects to there and am going on november after the typhoon season is over and makati is considered one of the ebst and richest place in asia.

Wow, it's hard to say. I had fun in both countries. I was in the Air Force so I got around a lot. Overall, I'd have to lean towards the php. The society is more open than Japan and I think the people are more humble, especially the younger generation people. Being of the same race as you, I can tell you that you won't have a problem finding women. They love black Americans.
Japan on the other hand is also a very nice place. The country is beautiful and the younger generation of people are more open than the older generation. But like I said, it's more expensive to live there.
One thing I learned though is that the police in JP are more stict than the Php. You can't get away with anything there, especially when it comes to safety and driving (very very strict). I got my car towed once.
Also if you don't speak Japanese you will have a hard time. Just about every Filippino you speak to will know English.

in panama they look DOWN on black people.. ONLY reason i am OK is they figure hmm he is american.. but basically i cant get any decent girls here cuz its a social thing here.. no girl wants a black guy.

Makati is a city in Metro Manila. Trust me you wouldnt wanna be living anywhere else because you'll be cabbing it to Makati most of the time anyway. For under $500 you can get a nice furnished studio - anything over $1000 is luxury.

im from philippines, but i suggest to not to live in makti.. why?! because of the freaking traffic!!!
i suggest to live in clark base pampanga. I got 5 reason why..
1. You are in the middle of the Province side and 1hr or more drive to Metro manila
2. Less traffic
3. Closer to the clean bitches and beach
4. Less pollution
5. More americans are living there

hows the racism down there? it exists or no?
Angeles city night life is the best there. At the streets you can see bargirls almost everywhere at fields ave, we stay at the american hotel with my foreigner friend. From that place going to subic bay area for 2 hrs you can find beaches. Nice cool air, relaxing place, with hot stuffs girls running around hehehe. At cebu there are also nice nightlife, there but you cant see big places from there. I mean theres no tallest building or commercial places, At Makati/Manila area nightlife, condo, almost everything are easy access... you can also go to some beaches at laguna travelling 2 hours by bus. All the places I've said has been my experienced already.

Funny how you live in Panama and hate it. I was considering to move there for a while just so I would be able to speak Spanish fluently. Well scratch Panama of the list.
