    If i do SEO by changing IP address, does it effect positively on ranking of any webpage in google search results.

    Changing your IP address got nothing to do with Google rankings

    Yup same I also didn't agree with this that by changing IP there is any effect on your website's ranking.

    But i do think it does effect your ranking when you are creating tier 1 links. Most of the HIGH Quality PBN and SAPE links are on different static private IP address this is one of the main reason u see a gradual increase in rankings after that.

    Yes, sure. Actually it is really great if you are doing all submissions from different IPs. You are generating traffic and also all submissions are considered unique and safe and natural for your site.

    No, your ip doesnt matter as google doesnt care about you but your website.
