1. You can use services like Aweber or MailChimp. They're free up to a certain number of subscribers on your list. You can import the list that you already have into the services and mass email.

2. You can build a targeted email list a lot of ways. Cheap way would be to set up a squeeze page where users can opt in to your list. To send traffic to this squeeze page, you can buy vouchers for bing adcenter from fiverr for $5 since adwords will not let you send traffic to squeeze pages. Other methods are to buy solo ads (There is a pretty popular thread here on email marketing. I think it was called email marketing $40k/day or something). It was pretty helpful for me. Other methods include just straight up buying targeted emails from companies that sell email lists in bulks. This type of method will probably yield less conversion rates than opt-in lists.
