Linkwheel Advice Neede

Hi guys, I am looking for some advice on link wheels. I am building a high quality linkwheel/pyramid for a new site and started with around 15 web2 properties. All have unique content with images and no outbound links, yet.

I notice some properties like wp, webgarden and fc2 are getting indexed while others are not. What would be best to do in this situation:

A) use gigs to blast non-indexed properties and once indexed link to higher quality properties to support them more?
B) use indexed properties to link to non-indexed. In my logic this would get other web2s indexed, but would take away link juice of my structure.

What would you do?

Interlinking may reduce the effectiveness

I would let them index normaly, or in the worst case share them on social media (facebook, twitter, SU, etc...)

After all google wants "natural linkbuilding" right?

Put some buffer sites in between the money site and the interlinking properties. As in:

Property X ----> Buffer Y ----> Money Site Z

Same for the other properties, who can be linked to each other in the wheel (but try not to close it). The buffer urls can be high PR sites of whatever kind, but should not link to each other. So if Google later penalizes you, it means the buffer(s) will get hammered, instead of the target site.

Build some web 2.0s to those that aren't indexed. Social bookmark them

thanks for your input. I think I will just get some bookmarks to non-indexed sites and see what happens. I did a wiki blast to two of them already and the effect is one got indexed, the other not. It's all an experiment for me and I agree about building buffers sites. I use expired domains for that that I host on a different server than money site.
