Linkwheel advice: is a high quality linkwheel enough?

In order to prevent from getting negative panda points from google, is a unique content linkwheel enough for rank #1 low competition long tail keywords?

The linkwheel I am going to use is modified in that there are two tiers; my site is linked to four other tier-one sites. Each tier-one site is linked to four tier-two sites which are also connected to each other, forming a four circle subwheel. One tier-two is connected to my site directly.

- My site -> four site1's (tier one)
- site1 -> four site2's (tier two)
- from each mini-wheel, one site2 -> my site

I think so its enough....

It depends on the keyword. If it's a REALLY low-comp keyword then yeah, it'd be easy.

If it's a semi-decent keyword — and if you want sustainable rankings — adding other forms of links would be better. Linkwheels are good to have in your arsenal though, not really all that powerful in and of themselves.

what if it has 2000 exact local monthly searches?

for my first site, should I pay someone for backlinks or do it myself?

A linkwheel is a very high risk way to get backlinks because it is so tracable by Google Panda--a link pyramid would be better. The difference between a link wheel and a link pyramod is the backlinks they are built on do not link to each other. For the top-tier blogs in your pyramid (the articles that point directly to your money site/main site), make the blogs by hand (please still buy articles as much as possible to avoid unnecessary work for yourself). A new site (< 6 months) is more likely to get sandboxed if it gets an unrealistic amount of backlinks in a short amount of time, so slowly link your top-tier blogs with other lower-tier blogs (it's best to do this automatically--a program called Article Marketing Robot comes to mind).
