Linkwheel - 1 url - targeting multiple keywords - which method is best?

If I have several keywords I am trying to target and trying to use the linkwheel method, which option is the best?

build independent linkwheels for each keyword phrase?
Build a massive linkwheel and backlinks for one keyword phrase and hope the other ones get indexed?

Also Do I promote the front page or the destination page that has the most keywords I want to promote on it?

I would build independent linkwheels for each keyword and point each wheel to an individual page that is optimized for that particular keyword.

Thats what I started doing but started to second guess. Its hard to verify what works best so I thought it better to ask some professionals.
