Do links from english websites can boost a german language blog?
Yes they can.
Employees of Google answered a similar question, said that Google does not pay attention to the language of the site when indexing backlinks.
P/S. Perhaps this backlink will be less useful for growth in positions.

If google counts that backlink and it does not pay any attention to the language of the site, then why it will be less careful for growth in positions.

Yes links in other languages count, but ideally make it look natural.

If cnn (US) makes a news article about the German soccer team, then they may link to some German official soccer site even though it is in German, this would be a natural link (maybe not the best example); so make your links look natural. Or universities link to each other zillions of times, even though some are not in English (not the best example either as usually they have "some" English somewhere, but you got the point).

Because the content on the page is in a different language. As Google refers to the backlink - this one. And the effect of the text of the page on the promotion on requests is the second.
 
Any links are good no matter the language, as long as you check for quality before using them. A bad link can affect your ranking performance even if it's in a different language than your site.
 
Yes, of course, but focus on the "relevancy" during the link building.
 
Like other members said, try to make it relevant.
 
While Google may not take the language into consideration directly, LSI and relevancy still weigh. So foreign words, unless related to the niche, may discount link value if they look like completely unrelated.
 
Of course, you can boost your blog but links should be relevant to your site.
