Linking to a new page - when?

Hello there

One question:

I have a new page on an established website (+1,5 year online, lots of links and traffic). Do you find it safe to build links to this new page straight away or would you wait?
(... Basically, what I am asking is, if you believe there is some sort of sandbox-effect on the page-level, just like some think there is at the domain-level)

Is the new page indexed? If yes, then go ahead and build links.

If your page is indexed, then you can add the backlinks. Also, always maintain the consistency in building the links.

Yes, you can build links if it is indexed. Prefer relevant links and avoid low-quality links.
