Linking Scheme

Will linking to MS from site A which is backlinked by B whilst B is also directly linking to MS cause a penalty?

In other words: A-->MS; B-->A; B-->MS

if all 3 sites are quality ones i don't see a reason for penalty.. but if for example your site B is a bloody link farm with low quality copied content, then probably its backlinks won't bring any benefit, but not and a penalty
