Some people would say yes, but I personally thing it's perfectly fine. If you get penalized, it won't be because of linking from the same IP. Google's algo recognizes the IP's where the links are hosted, but I don't think they go so far as to track the IP back to who submitted the links in order to detect "spam".
What I'm saying, I've done it and my sites are fine.
I have multiple websites, in the same niche, targeting the exact same keywords, and they're on the same hosting account. I've interlinked these, and they're both doing fine.
