Hi,

Please let me know in Tier-1 on which type of website I create backlink (is it blog, web2.O, or article ), and what about Tier-2 and Tier-3 websites?

you want tier 1 to be the best backlinks which, at the moment, are guest posts. For tiers 2, 3, etc you can build any backlinks (web 2.0s, blog comments, article directories, bookmarks, profiles, etc)
 
Best way is look Marketplace and try to find SEO services, i hope you can get better ideas
 
Tier 1- Guest Blogging
Tier 2- PBN ,article directories
Tier 3- Social book marks

Get quality ones as tier 1 and social bookmarking, web 2.0 as tier 2 and tier 3.
 
High quality PBN, Niche based guest posting, Real traffic site are used as Tier 1 backlink. Low quality PBN, Blog comments are for Tier 2 Links. For Tier 3, Social Bookmarking is good option to go with.

No, they are not.
Firstly, I really don't understand how "link building" is white hat.
Secondly, the best links are the ones others give you for free because your content is awesome.

where did I say that link building is white hat?
And guest posts are the best links you could get.... ok, make it "one of the best". This way you won't have to pick on me again over semantics :)

One of the best if not the best links because it can generate traffic to your site for years to come its passive traffic along with the link benefit obviously!

Tier 1= BPN with unique content
Tier 2= blog comment, profile backlinks
tier 3 = bookmark,blog post
