Linking 2 sites together query - Proxy needed?

Hi,

I have two technology blogs.

Blog A - DA 16

Blog B - DA 4

Can I naturally add some links from Blog A to Blog B and will it increase the authority of blog B?

If I do this, should I be using a proxy?
