Should I direct link building efforts to the home page or specific individual pages? I'm thinking of directing most backlink efforts to the home page and then supplementing individual pages with extra backlinks if they are lagging in SERPs. Is that the way to go?
 
The simple answer is both the home page and pages on your website need quality links. Each URL on your website is an opportunity to target a cluster of keywords. External links are crucial to supporting these pages to rank for their targeted keywords.
 
Yes that's the way to go. Focus on building links to your homepage. Build a solid foundation first. Then you should see some serp improvement on your innerpages. From there, you can add some quality links to the innerpages for higher serp.
 
You can definitely start out that way, as you first need to work on optimizing the home page and adding the most valuable and quality backlinks there. Then you can move on to specific pages and add an additional link but only where needed, as it is also a bad idea to implement them just to add to their quantity, they need to make some real sense.
