Free SEO software is pretty useless. Even premium softwares need to be used properly to to get the best advantage of then.

While you are waiting, you now have the opportunity to manually build your 1st tier links, and when you can affford the software, you use them on your 1st tier links.

The first step was to become a member of BHW. Next step is to search the forum, there are tons of threads about how to go about to build links, social signals etc. and most of it is even free. Without money you will have to put more manual work in it, but it's not impossible at all to get your site kick started.
 
You can try gscraper basic version to help you in your link building efforts.Cant confirm they provide the posting option in the basic version but there is limited scraping you can do with it which is more than enough for a small project.

To be frank, manual linkbuilding, despite being exhaustive, should be the only thing newbies try out in the beginning. Focus upon high pr blog commenting, web2.0s, high pr social networks etc.

I recommend learning Scrapebox. Can save you a lot of time in the future.

Get a huge list of links and you can do manual link building. When youre bored of that, Look into GSA search engine ranker or Ultimate Demon.

build up an authority profile on each relevant forum. They will be very useful down the road.
 
Step # 1:- Find some small jobs or freelance for few People. & Save some money. Step # 2:- Buy Tool & Learn to use it best ways. Final step. start utilizing tool for yourself plus start service providing to other people.
 
Also the title should be with a budget, not without. Without would suggest you have unlimited funds
