I think he is seeking some websites, where he can place his websites links.

Yes there are tools like RankerX will build links automatically by setting the things but recommended to use at Tier2 level

That's what I mean.
Preferably a website where I can put my url(s) in and the website looks where the free websites are where I or preferably the website itself can put the link.
