I have been looking through the different threads offering linkbuilding, but there's to many to choose from.
I need some recommendations on what ones have best results based for local niches.

would love some feedback, budget 50-60$

If the competition is low just do a PAD submit should be enough.Try fiverr.
For contextual links i will suggest to go for tom4bussiness BST @ 47$/month

You can use foursquare of apps that cater to local market. Google has even provided marketers with the tools to use for local search.

I would recommend you to add more social signals to your sites, diversify anchor texts and backlinks portfolio
