Initially, should we add backlinks to the homepage first, and then add backlinks to article pages based on the keywords appearing on those pages?

Or should we add backlinks to whichever page, whether it's the homepage or an article page, contains keywords that match our desired keywords?

Hello, my question is: for a new website, which pages should we initially build backlinks for?

Should we start by building a few backlinks to the homepage, and then look at the keyword trends on article pages before building backlinks there?

Or should we first analyze the entire website to identify which pages are generating our target keywords, and then only build backlinks for those pages?
