Link Scrapeing questions

I was wondering what does link scraping do? I know it gets links that are simlar to your keywords, but what is the point of that? Are you supposed to use those links for backlinks as in like making posts on that page?

The point is to get, diferent links from places that are related to your website, for instance if you have an iPhone website, you can try to get backlinks from comments on mobile phones forums, blog commenting or something like that, all of them similar to your niche.

You have to do this because when google sees that you are getting backlinks from related websites you get better positions in google.
