Link Partnership

Hi, I'm currently looking at my competitors backlinks and it is in the cosmetic and plastic surgery niche. What I see is that most of their links came from link partnership or link exchange. I know this is an old method, but my question is does link partnership or exchange is still acceptable after the penguin update or would this technique still useful when it comes optimizing a cosmetic/plastic surgeons website? Any thoughts would be highly appreciated.Thanks!

I would say it's ok as you do it in a moderate white hat way. It will work against you if it is overdone imho.

I think it is still okay but vary your backlinks in many ways and sources.
