If you see your backlink post/page on google search with site: operator they are getting counted by google.
If not the backlink page/posts are not indexed, needs indexing.
Gsc and other linkchecker doesn't matter they will pick them sooner or later.
If they are link insertions then you need to force reindex on the guest posts. But I guess these are not link insertions.

What types of links have you built? Are they indexed on Google?

GSC can take a long time to show back links. It doesn't necessarily mean they're not being counted.
