Can someone please explain how link juice works as links roll off the front page to inner pages? How much power are these links losing once they're off the home page?

Home page links are which make your position fix in the SERP result. Once it dropped to the inner pages the impact will be sever. there will be sudden changes in your ranking. Try to avoid foot prints for the link juice.

A lot. The links on the homepage are the most powerful. Once they roll off the homepage, they become significantly less powerful.

It sucks because most purchased PBN links end up rolling off the home page...

Yep, that's one of the biggest reason those "permanent" links are useless. There 'may be' a service coming out soon that guarantees posts that stick on the homepage ; )

When links are on inner pages, they still have some power of the domain but of course home page links are the best.
