Hello! I have a few questions that I need help with. My website has been blocked by all ISPs in my country. I have pointed the domain to a new domain. So when I add more backlinks to the blocked website, will the link juice work well?
 
If you want to get the link juice from the backlinks then try to add backlinks to the new domain. If you get backlinks to the blocked website it may not pass the juice to new domain!

If your original site is blocked by ISPs in your country and you've redirected it to a new domain, adding more backlinks to the blocked site may not help much in passing on its link juice.

Any backlinks already pointing to the blocked domain should continue to pass their authority to the new domain via the 301 redirect,.If you add new backlinks to the blocked domain, they should also pass link juice to the new domain through the 301 redirect.
 
if you have set up proper redirection (301 redirects) from the blocked domain to the new domain, search engines typically recognize this and pass the link juice from the old domain to the new domain. a 301 redirect is considered a permanent redirect and is the best way to ensure that link equity (link juice) is transferred. if you have properly redirected your old domain to the new one and ensured that search engines can still crawl the old site, the link juice from new backlinks should effectively transfer to your new domain and if the block also affects search engine bot you might need to address that by ensuring that the old site is still accessible to them or by directly building backlinks to the new domain

I too suggest 301 Redirection is the only way to transfer link juice from an old domain to a new one.
