I have two e-commerce websites of the same niche, on the same hosting server but different IP blocks, and both websites have some identical backlinks include same the PBN backlinks, can I put a backlink from one website to the other on a blog post on the other website? Will this result in a penalty from Google's algorithm?

Yes, you can do it. But keep in mind that users or visitors might get confused about which site to buy from.
