Link insertion or new Post (Da 70 link) ? What should I choose?

So i can insert a link to an already published post with DA70 + government domain linking to it.

Should I insert the link into the post or ask the owner to publish a new article with my link?

Will the link insertion provide any DA70 link juice to my domain or the affect of it is nominal?

based on the little info we have I would take the link insertion, too...

For link, insertion is best to check the KWs the page is ranking for. If the KWs fit your post, you should do a link insertion.
