From a News site with 100k traffic and DR 65, which page would be better to get a link insert from:

1. Relevant article with 0 RD and 0 OBL ( UR 11 )

OR

2. Semi Relevant article with 5 RD and 5+ OBL ( UR 23

The relevant article would be the better option in the long run and will look more natural.

I'd go with the first. As pointed out, the extra relevancy will allow it to appear more natural. Plus, you are the only outbound link so you will achieve a greater share of the link juice. The second one may have a higher UR, but the juice is being split across at least 5 other outbound links.
