Is there any link exchange service that working good... I mean something like - I will put 3-4 links in my footer and 3-4 sites will put my URL OR I will put 3-4 link in my footer and some other sites will put my link...link wheel

I'm pretty sure that 1-to-1 link exchanges stopped working years ago.

I really don't recommend link exchange schemes....Penguin 1 & 2 updates...

I've actually seen local sites doing major link exchanges and ranking well. Can't speak for non-local sites however.

Link exchange or Link Farming will do more harm than good because of interlinking logic used.

It would be better to get together with a group of people, and do a private exchange. To be safe, you need at least 3 people, lets call them 'A, B, and C'. Don't do an exchange were A uses B's link and B uses A's link. It would be better to do it in a three-way trade. A gives to B, B gives to C, and C gives to A. This will make a triangle if you do it right! Also, the link should be surrounded by high-quality related content.
