Linking back and forth between sites is not recommended anymore. Not in terms of SEO and link building. Another thing if you really want to exchange links with a relevant website (partner) then you could nofollow it and use brand or domain as anchor text.
If you're doing 1 or 2 you shouldn't have to worry.
However if you're stupid enough to get invoolved in the types of groups where there's 500 members and everyone is linking to each other, then there's a huge footprint as it's more like a pubic network.

Agree with you. It doesn't harm website if we do link exchange in low quantity.

If you are able to do a link exchange that can enforce a specific set of criteria, such as the keyword, and linking to a specific sub-page on your domain, perhaps you can call this 'smart link exchange' , then you can definitely work this out to your advantage.
Blindly linking one another may not yield a very good search engine result these days, it may still work under a certain circumstances, but as the list grows, that may also contribute to a higher amount of penalty that may be forwarded by bad sites that may be linking bad to you.
So if you are able to weed out the bad ones, and only work with the beneficial ones, it could work, but with the time and effort spent on this, you may start to wonder whether all the effort spent is really worth it or not.

If you are going for one or two quality link exchange with high domain authority than it will be ok do to link exchange.

Link exchange is great if done correctly. How these mommy blogs make that huge traffic? They don't buy Pbns and that other stuff.
