I know this should be fundamental knowledge concerning Seo basics but what can i say i am a newbie lol. My question is about creating backlinks. What happens if you target websites with page rank of pr4 to pr7 only for backlinks. I mean if you devote all your time making these backlinks and not adding ones which are below pr4 will this trigger google in any way? Is it nessecary to have link diversity and include lower quality backlinks?
 
Umm... just ask yourself does that seem natural? Most sites will have a lot more lower quality backlinks than high quality. Including Facebook, CNN, Google, etc.
 
IMO high PR backlink will help the serps. Lower Pr backlink will help to make it looks natural in Googles eye, so it wont punish you website. All backlink is important and have they own job to do.
 
If you are only building from high PR sites you are going to have a very unnatural looking link profile. Early on it's really important to make sure that you have about 60-70% of your links from PR0 and PR1 sites. This can easily be done by posting articles into article networks with a service like UAW. Once you have this base built up, then work at the higher PR value links from social bookmarks, web 2.0's and some well ranked blogs.

Even though they seem less appealing, PR0 and PR1 sites still pass link juice back to your site, in fact I've seen numerous niche sites get great rankings with only a few bookmarks and lots of PR0 and PR1 sites.

Take the time to build a natural looking link profile and when Panda updates hit you won't be as likely to be on the boards going on about how you hate Google and it hates you!
 
When referring to link diversity, the PR of the website doesn't really come into play, although it does look more natural to have links from sites with varying PR. Link diversity refers more to the platform and type of link you are getting.
You want a good mix of links from Web 2.0 sites, Homepage links, Social Bookmarks, Blog Comments, Wiki Links, Article Submissions, Press Release Submissions, Guest Posts, etc, etc, etc.

Yes, it is important to have your website have no follow, crappy ass backlinks. Now, I know this may seem dumb. However, if you take a look at your website and you see all good, high pr, low OBL backlinks, would that seem natural? Would that seem legit? No. Put "crap" back links, as well as good, high PR (above PR 3) back links directed towards your site. Hope this helps.
