I had a couple questions for link directories. First one, do you need to bother spinning descriptions for these type of links, or does duplicate content matter? Second, for benefit to Google places, can you just use the same info on Google places and submit it to link directories? Aka same descriptions etc.

1. I don't spin my content. Not worth the time to me. I do, however, put a lot of keywords in those descriptions.

2. I don't use the same description as G+ Local, I take it from it's websites.

No, i will suggest you, you can't spin content, always using unique content and also not use same info on Google places.

I write a short description, manually spin it so it reads well and add some spun keywords (you can get this done easily over at TextHat).

Always use unique content for descriptions , if cant afford then spin content

Dont copy paste same description in all sites

Always use different description. Keywords can be same but not description. In case of Google + use totally unique content for that.

Use different descriptions otherwise you will leave a footprint and get G penalised. You can spin, but unique content is much better imo.
