Link Cloaking Curiosity

I have come across in my research of different seo companies. A piece of code <p class="nemonn"By GreenCSEO <greencowseo title="SEO Company">SEO that hides the link inside the web page. This website greencowseo is currently ranking number one for SEO and SEO company. I'm not sure if they are physically putting this on thousands of webpages to get backlinks or if they are doing something more devious. A number of the links are php which i know are vulnerable to certain attacks and I'm wondering if they have used some sort of tactic that hasn't been caught by google yet. I think its a matter of time before they are caught because i highly doubt there method is a legitimate. They have some 555000 backlinks and a lot of them are from pages that use php. I had to remove parts of the code because i am not allowed to post a link.

Also seeing the same within another high paying niche. Perhaps it's from a plugin?
