Link Builing For Client - HELP

Hi guys,
I need your help. I am a freelance web designer and do basic seo for businesses in the UK.

A new client has recentlly phoned me wanting to increase the inbound links on there site. at the moment they have 1,068 inlinks to there and a pr 2 rating. The client knows about lots of different link building methods like link farming and things but is very wary of them.

What is going to be the best way to increase links to there site. I want a complete white hat way with related links and links that are going to last and make a difference. The business is well respected in the UK and are specialized in selling tiles.

article submissions, social bookmarks, web2.0 properties to name a few. You could also look at doing manual blog commenting, however not sure how many 'tile' related blogs you will find to be honest.

Back these all up with scrapebox to index them and give them a little juice.

Social bookmark sites, you add a link and your decription back to your site.. popular sites being digg, reddit, oyax etc

Web2.0, you write an article and submit each to different web2.0 sites. You basically create blogs/pages on these. Examples include, hubpages, squidoo,blogger,weebly etc
 
Try to make link wheel with unique article.SB for 2nd tier link and social bookmarking for all.
 
Is a link wheel a black hat way of doing things or am I wrong. I don't want anything to happen to there site as its completely white hat at the moment. Also what is the best way to tell them what the strategy is if I choice the link wheel, shall I just show them how the link wheel works. Thanks
 
best is to buy domains and make sites, since you are a designer yourself. then these sites will backlink back to the main domain. then you guys will have no worries doing all sorts of backlinks to these bought domains or sites
