Can someone give me some suggestions on how to link build to a long -term site? I don't want to risk damaging it by doing negative seo.

For instance, the OP of this http://www.blackhatworld.com/blackh...eatable-price-up-750-posts-starting-15-a.html suggests that these are for tier 2.

So what would be good links for the money site? And what if I have around 30 keywords (main homepage/inner pages) that I want to seo for that are low/moderate competition?

Tier 1 should be quality and effective links if its a newly born website then good quality web 2.0s, PBN links, guest posts and social media campaign is healthy for him. Beware of buying 100s of direct links to money sites within a days.
 
As TheSEO said, web 2.0 is increasing its presence now, viral marketing, social media posts (and ads) along with good content. That should do the trick.

It goes money site > tier 1 > tier 2.

Tier 2 are links that are linked to tier 1's instead of the money site.

How is link building different than a couple of years ago?

Do I still have to use the keyword anchor for the keyword I'm targeting to rank or is just the http://www.url.com and generic kws ok?
 
Tier 1s - High Quality Content from high PR blogs (Blogger, WordPress) etc. No spinning content here
Tier 2s - Link to your tier 1s. You can spin content here
Tier 3s - Link to your tier 2s. You can spam these
 
Build a niche link for anchor text and make a nuked link to high authority site if they are belongs to your niche.
 
Basically tier 1 is your backlinks pointing to your money site, tier two is you backlighting to those tier 1's and tier 3 is backsliding to tier 2, it's a method to try and distance your money site from outright spam.

Which is kinda blackhat not white.

You'd better create a natural anchor text profile. There are different types of anchor texts that you can use not to get penalized (generic anchors, naked link anchors,LSI, long anchors..)
Exact match keyword anchors have the power to increase your rankings, but also have the power to land you a penalty. They should be used no more than 1% in your whole anchor text profile.
