There aren't some "guide lines" for it.. But it's do not seems nautral to build 10k links the first week..

I think you should build 7-10 links per day. You should remember that quality is better than quantity. So try to do build better link.

If you'd really care about G, then there is no such kind of rule in Google. Even every single link building technique is against the big G rules and it is like manipulating the Google search results.
If you'd care about your business, then go slowly and always try to build high quality links to your site mostly from authority ones.

According to google, you shouldn't be building any links for the purpose of increasing rankings.
I build about 2-3 per week. It depends on the quality. If you're using low quality web 2.0 links, you're going to need a lot more.

if you really want to hide your foot prints, you've to move towards white hat seo...
rather building 1000's of link using black hat seo, you're highly visible and seemed to be scammed one.
if you own a new website, you have to build links very carefully. you have to build two to three links at the starting point! when you've seen changes in your serp, just shoot your links as higher before
if you identified decent visitors, then you don't worried about penalize or something..

Ahh, there is no limit or no restriction at all to build back links for your site, Yeah, But the links which you are making must not be dropped domains.

Start slow. For new sites you shouldn't build more than a handful of links per day. For more established site, well it depends on what you're trying to achieve, but usually older more established sites will be safer from penalties.
