This is not entirely true - just is diminishing returns, as first link give you say 100 (example numbers) power, second 50 power, third 30 power and so on.

you can do it but Keep in mind that unique RD Will help you more and its depend on your website niche

To rank highly you Link Diversity ie as many QUALITY links as possible from different domains on different IP's. If you get 1000 links to your website from the same domain , it's not going to be anything like as poweful as getting 1000 links from different unique domains.
